Leaders must build self-sufficient Eco-cities for their national security and protection against global economic turmoil and other threats. The major benefit is that Eco-cities can shut their gates and survive the spread of a virus pandemic, economic recession, cyber-attacks, bio-warfare, invasion or surrender to external influences.

Avoiding recessions, like the one in 2008, protecting against COVID-19 and future similar events are necessary for the security of all nations. A self-reliant economic system that is unaffected by global disorder is the best solution. Exporting and importing is good but does not make a big nation independent. Nations should survive if they have to shut their border for any reason and they can only survive if they are self-sufficient.

Henri Maalouf wrote the Ecolism Bible as a comprehensive Eco-solution for a self-sufficient human ecosystem in organized Eco-cities. It is for the protection against global influences, self-preservation and it revives local economies, organizes communities and eliminates poverty. Our civilization can progress to a more ethical and advanced one if leaders implement the Eco-solutions.

Self-sufficient Eco-homes allow people to study and work from home using the internet. They can eat from the surrounding gardens and have free electricity from renewable solar and wind energy. They will produce 0% CO2, methane and other pollutants to help to reduce the impact on climate change. Building self-sufficient Eco-homes in Eco-cities gives people the necessities for survival.

Each Eco-city must have Eco-industries, business, agriculture, entertainment, health care and other facilities. It is not enough to build Eco-cities without an appropriate social-economic system. It is crucial to set up an Eco-socio-economic ecosystem to ensure global competitiveness by reducing the cost of living, lowering wages and industries’ overhead.

The Eco-cities could be devolved or have a unique Eco-socio-economic system that does not conflict with national laws. Everyone can work and live an economical Eco-lifestyle following Eco-ethical principles and Eco-human rights. A social welfare system of the Eco-cities takes care of the residents from the cradle to the grave. There will be no poverty, no homelessness, no starvation and every family live a decent Eco-lifestyle in a decent Eco-home. People work to pay the mortgages; businesses are controlled and pay taxes. It will be an organized, controlled and civilized, peaceful environment that is free of crimes.

The self-sufficient Eco-homes in Eco-cities, as described in Ecolism books, protect people even if they are isolated from the rest of the world. The benefits are if a pandemic crosses borders, each Eco-city can be locked down to prevent the spread of diseases, yet life goes on as normal.

There will be no impact on people’s lives because of the self-sufficient and independent Eco-socio-economic ecosystem. People can self-isolate in purposely designed Eco-homes that are spread on larger land instead of living in congested cities like Tokyo or New York where millions could die from a single strike. An attack of a nuclear bomb, cyber, bio-warfare and weapons of mass destruction can destroy heavily populated areas more than cities that are spread across larger lands.

China is building hundreds of Eco-cities with a similar concept that could be adapted for self-sufficiency, sustainability and protection of hundreds of millions of poor people. It is the best national security solution to counteract the modern economic and silent wars of the 21st  century.

The Chinese strict crowed control political system has succeeded in self-isolating and protecting their citizens from the spread of the pandemic while others failed. The USA, the EU and the rest of the world are vulnerable to a future pandemic, economic turmoil, bio-warfare, other attacks or global climate change disaster.

Therefore, building self-sufficient Eco-cities can protect people and national economies. Governments should not keep borrowing from the future to resolve present and re-occurring issues. Debts accumulation will eventually bankrupt countries and create a burden on future generations to pay more taxes.

Imagine an advanced race from outer space invaded planet earth. They can simply drop airborne virus bombs on our planet’s congested cities and make the mightiest nations surrender. Imagine a group of terrorists who do not belong to any country, forces some scientists to create airborne virus bombs and drop them at major congested open cities. It will be impossible for the greatest armies to fight an invisible enemy from an invisible country without large causalities. The only solution will be a coup which is difficult in open space cities. Instead, fenced Eco-cities can shut their gates to stop unwelcome visitors or terrorists and survive with lesser consequences.

The world leaders should learn to spread their populations in flat horizontal Eco-cities across their lands instead of concentrating them in tall buildings. They should not build densely populated cities like Tokyo, Delhi, Shanghai, New York, London and others to become a single point of failure. It is wiser to spread the population across the lands instead of congesting them in multi-level tall buildings.

The saying goes do not put all your eggs in one basket and allow a beast to smash them all by one hit? Henri Maalouf appeals to everyone to build self-sufficient Eco-homes and Eco-cities surrounded by Eco-industries and sustenance facilities. Eco-industries, businesses, agriculture and renewable energy, including computer data centers, allow the locals to work locally but also have access to the rest of the world. Providing each home with access to the internet helps most people to study and work from home, saving travel time, money and reducing the pollution from the transport vehicles.

Each Eco-home will be surrounded by a garden to cultivate edible plants to eat, farm chicken to produce eggs and have a goat to get milk. An Eco-home will have solar panels, wind turbines and batteries to produce and store free electricity and collect the rainwater, treat it, use it and recycle it. An Eco-city will also have renewable energy, agricultural lands and other facilities to support the residents and its industries.

The author appeals to everybody to read the details in the Ecolism Bible, extract ideas and implement them in purposely built Eco-cities for the poor or working families. Eco-cities could be built without governments’ borrowing, as suggested in a later section. People can volunteer to build their pre-fabricated Eco-homes and help others instead of relying on building contractors who make a large sum of profits. Leaders can leave a great legacy behind them for history to record their achievements and contribution to humanity. The author suggests a Nobel prize for each leader who builds large Eco-cities similar to what is described in the Ecolism Bible.

2. Funding Eco-cities and Eco-homes without Borrowing

All governments own lands and democratic countries and those lands belong to the public. So, it is easy for any government to allocate a large land to build, at least, one large Eco-city in each state. The Chinese are building over 285 urban Eco-cities and about 600 suburban ones, while the West is still talking about it and did not build a single one. They would rather spend billions on warfare instead of welfare.

Most Governments keep borrowing money to spend on less important or unnecessary projects. They keep borrowing to compensate for their failure to charge the richer more taxes and their mismanagement of the economy. In some countries, they even embezzle from the national revenue or steal people’s money.

Building Eco-city is the best value for spending money and the best return on investment instead of any other national infrastructure project. It revives the economy, improves people’s welfare and standard of living, eliminating poverty and homelessness.

An open private investment, so that anybody can invest in mortgaging Eco-homes at 3% interest, eliminates the need for governments’ borrowing.

Conditions to build Eco-cities without government borrowing:

  1. Either free or leased large public land enough to build over 1 million Eco-homes, needed infrastructure and leasing a portion of the land to agriculture, businesses and industries to sustain all families.

Any government, national forestry, royal family, military, a corporate or rich person may donate or lease public or private land to build an Eco-city.

  1. A government’s loan guarantee to pay the interest on mortgage loans for the unemployed or unable to work or government’s failure to find the employable ones jobs.

It is much cheaper to pay the interest on a mortgage than paying rent for the unemployed. For example, in Europe and other western countries, renting flat costs about $1000/month, paying 3% interest on $100k Eco-home costs $250/month. It saves $750/month for each family. For 1 million homes, it saves $9bn/year. Governments can borrow money at less than 0.5% and lenders could accept 1.5% interest.

  1. Open lending is for any individual from anywhere or financier will be accepted to lend for mortgaging an Eco-home, based on a government’s loan guarantee and a 3% interest rate maximum and any family qualifies for a loan regardless of their status.

Banks, financial institutions, rich investors, conglomerates, individuals, charities, housing associations, lotteries and any business can take part in lending people to buy Eco-homes in Eco-cities at a government’s guaranteed 3% interest payment or loan repayment when a family work and have an income. Industries could buy Eco-homes for their employees to ensure their loyalties and help them to repay the mortgaged Eco-homes.

  1. The government’s spending per head should be diverted to the people who will live in the Eco-city, to spend on its infrastructure, public services, health and social welfare. Alternatively, the taxes from the industries could cover the cost of the infrastructure.

The national infrastructure’s costs for roads, transport, hospitals, administration, utilities and so on are paid by governments for cities, towns, villages and the rest of the country. Part of the national infrastructure costs can be diverted to serve the people who move to the Eco-city. Less important national projects could divert their funding to build a more important national project of Eco-cities.

  1. Governments should license the Eco-industries and Eco-businesses to operate in the Eco-city, only if they pay local taxes, employ the locals and train them in the required skills, otherwise, revoke their licenses to operate.

The Eco-city’s industries manufacture all the materials needed to build the Eco-homes and the required infrastructure. They are free to export their products after prioritizing the Eco-city’s needs, training its people on required skills and employing them is a contractual and licensing obligation.

  1. Eco-industries and businesses could be given an incentive to move to the Eco-city to benefit from; free electricity, cheap leased land, lower overheads, lower taxes, cheaper workers available 24/7 to work flexible hours on-site or remotely from their Eco-homes.

In the Eco-city, the outgoings are very low and employees can accept lower hourly rates to compete with others. Eco-industries and businesses could get tax exemption on investment. For example, if an investor borrowed 10 million and has to pay interest 5%, then 5% of the profits will be exempt from taxes. This way, banks will be encouraged to lend to businesses and industries.

  1. Businesses and industries, regardless of their parent companies or foreign shareholders, must be locally registered, licensed and their names prefixed by Eco- and suffixed by the country’s name, so that local laws and jurisdiction apply and no international law or jurisdiction can override local laws, judgment or jurisdiction.

Currently, in most western countries, tax avoidance and evasion take many forms, including legal ones or loopholes in the national taxation rules. Therefore, local businesses pay local taxes, employ locals and abide by local taxation rules.

  1. Building Eco-homes must not be contracted to profiteering developers and volunteers must build them. The cost of an Eco-home must not exceed $100k, They must be economically designed and locally manufactured from Eco-friendly materials.

Eco-homes must be pre-fabricated wooden panels and beams for self-build following step-by-step instructions and supervised by a professional builder. Seven volunteers can build a prefabricated Eco-home in seven days and they get virtual credits for the hours worked

  1. Building materials for the Eco-city must be Eco-friendly and increase CO2 absorption instead of emission. People can build Eco-homes from Hempcrete, processed dead trees, fallen branches and leaves.

The U.K’s researchers at Cambridge built a prototype house from Hemp and proved that it is even more effective than trees in sequestering atmospheric carbon. Planting three new and more CO2 absorbent trees must replace any tree cut. They can be planted inside and outside the Eco-city, including around each Eco-home, street, fences, industry, business and any available area.

  1. Each Eco-home will produce more electricity than it consumes, collect rain water, filter it for various uses and have access to the internet to learn and work from home.

COVID-19 and future bio-warfare prove that the Ecolism concept of self-sufficient Eco-cities is a national security counter-measure and has many advantages. People could self-isolate, yet learn and work from home, have free electricity from renewable sources, eat from the surrounding gardens, breathe from filtered heat Exchange units and can be sustained by a self-sufficient Eco-city for all other needs.

  1. The Eco-city residents must accept training on required jobs and work to repay their mortgages, otherwise, leave the Eco-city.

A conditional agreement template must be signed by all Eco-home owners to accept training and work flexible hours to repay flexible amounts for their mortgage and build equity in their Eco-homes. If no job can be found, then the housing welfare system will pay the interest on the mortgage until finding jobs for the unemployed.

  1. The Eco-city’s local Eco-bank must control the employees’ and self-employed’s income to deduct mortgages repayment and collect taxes at source.

Industries and businesses pay the employees directly to their accounts at the local Eco-bank. The minimum loan repayment can be deducted at source by a flexible bank standing order depending on the available funds and could be increased by account holders.

  1. The commercial local Eco-bank handles all the financial transactions of the industries and businesses to collect taxes at source, based on local rules and a template agreement that applies to everyone.

Local revenues incur reasonable local taxes, hence; dividends, advertising, research, investments, double accounting and other expenses must be controlled locally to prevent tax avoidance or tax evasion.

  1. The agricultural land, renewable energy sources and other facilities help to sustain the Eco-city and its industries.

Most agricultural produce does not need large horizontal land and can be grown vertically in green houses or buildings or on the walls of Eco-homes and fences using modern technologies. The wind turbines in every street and the more efficient solar panels on Each Eco-home, besides energy plants, can store and supply the industries, the Eco-city’ facilities as needed.

If people live an Eco-lifestyle abiding by Eco-ethical principles and human rights, they become more civilized. When countries recycle their cities into Eco-ones, they become more civilized. The Eco-socio-economic system; revives economies, eliminates poverty, equalizes justice for all, elevates the living standard for all. protects against recessions and external threats.

One day, humanity wakes up and people elect leaders who elevate them to a higher plane of more civilized existence. There is no need for the illusion of a paradise in the afterlife if we can build it while we are alive.

The Eco-solution of the Ecolism Bible is to build self-sufficient Eco-homes in self-sufficient Eco-cities to protect against global economic turmoil, bio-warfare and other threats. People must live an Eco-lifestyle in a new Eco-socio-economic system and own Eco-homes in Eco-cities. The Eco-socio-economic system must be based on Eco-ethical principles and Eco-human rights. It must be specially designed for the welfare of families from the cradle to the grave.

The primary goals are to employ all the unemployed, retired and anyone who can work for at least a few hours a day or a week. But of course, the more people work, the more equity they will have and enjoy more luxuries. By employing more people, governments can reduce their welfare spending, collect more taxes and balance their economies. Consequently, more families can own Eco-homes, pay their mortgages, spend less and live better in an Eco-lifestyle where people live within their means. Businesses and industries will flourish, reduce their operational costs, become more competitive and revive the economy by paying more taxes and employing more people.

The design of a new Eco-socio-economic system as described in the Ecolism Bible ensures a higher standard of living for the poorest. The system increases people’s education, skills and productivity, besides lowering national expenditure and increasing revenues. An Eco-socio-economic system acts like a conglomerate that provides services from A to Z for lowering its business overheads or operational costs, becoming more efficient and increasing its revenue.

Lowering spending starts with people living an economic Eco-lifestyle. It means no luxuries, unnecessary products, gadgets or purchases, no insurance, no electric, gas, water, phone or internet bills to pay. There are no unnecessary items in local supermarkets to buy, no expensive meals in restaurants, no cars or travel costs, no education fees, no health bills, no legal or professional fees to pay and no spending on watching sports or movies.

The Eco-city provides all the necessities for survival for free and collects taxes at the source to pay for the cost for the free services and administration. Eating is free from surrounding gardens or the Eco-city’s fruit trees and berries in its streets. Otherwise, the local supermarkets sell food at the handling cost price. Local restaurants cook food and give it to the unemployed or sell it to the income earners at cost price. The food is supplied by the Eco-city’s agricultural lands and its streets beside the excess of Eco-homes’ gardens, its livestock and the fish from its man-made river.

Eco-city’s energy plants, Eco-homes solar panels, streets wind turbines produce and store electricity. Water is collected and distributed from the rain and man-made rivers around the Eco-city. The internet, phones, movies are provided by the data center of the Eco-city. The free travel cost to the industries and facilities from the Eco-homes is by Eco-city’s electric trains and buses. Electric autonomous vehicles are optional. The local justice system is free for all equally. In other words, they live an Eco-lifestyle free of outgoings or expenses except paying mortgages and taxes collected at source from employment or industries.

All the services and facilities are publicly owned and run by the Eco-city’s administration to reduce bureaucracy, lower operational and employ locals including the retired who can still do some light work. Contracting Eco-city services to companies will increase costs and reduce the quality of service that will be compromised to increase profits. Therefore, everything is centralized and efficiently managed without compromising the quality and integrity of service, as civilized and ethical ones must do.

Most governments indeed fail to manage essential front-line services and companies run them more efficiently. Therefore and if necessary, a joint venture between such governments and companies could work, if the 1st imposes strict ethical rules and quality of service levels while the latter abide by them and accept a fixed low margin of profits to provide more efficient management. In other words, the quality and integrity of service will not be compromised, fair rules will not be broken, the operational cost remains low and efficient.

It is more economical to centralize the welfare services and include the costs of living expenditure to live a decent Eco-lifestyle than decentralizing them and increasing operational costs. Lowering the costs of living enables employees to accept lower hourly rates and encourages employers to employ more people. Providing businesses or industries with free electricity, internet, data center services and other facilities besides cheaper workers available 24/7 reduces the operational cost, enabling companies to become more competitive and can sell more products to make more profits.

People in the Eco-city can still survive even if they are not employed because the welfare system provides them with all the necessities to live in a decent Eco-lifestyle standard. Furthermore, they can exchange services and products among them, if they do not have cash, they can use instead Eco-crypto currency or virtual credits which can be registered with the Eco-city’s Eco-bank. The Eco-crypto currency has no cash value, but people can use it to exchange services or products in the Eco-city among them. For example, if someone is unemployed but can help or provide services to those who do not have any cash, then instead of receiving cash, receive virtual credits to use for buying services from others in the same situation.

The Eco-city should have at least one million Eco-homes, expandable to 3 million by building another two homes on top. The Eco-city must be self-sufficient, have a sustainable economic system and can shut its gates against unwelcome intruders or contagious viruses and survive peacefully. Therefore, it must be surrounded by Eco-businesses, Eco-agriculture, Eco- industries, Eco-energy, Eco data-center, Eco-entertainment, other sustenance Eco-services and facilities. The Eco-city is not just another building development project but a complete social, economic system and centralized administration.

The Eco-homes and Eco-city’s build must stand the tests of times. It must be far from the seashores, away from future tsunamis or flooding rivers. The structures must stand the strongest storms or tornadoes. It must not be affected by nearby volcanoes or earthquakes, nor by snow avalanches. Its design must last thousand years withstand any climate change or environmental disasters. Also, it must be strategically located for the ease of access and transport of its products. It must be fenced to prevent unwelcome visitors and surrounded by man-made rivers to farm its fish, collect the rain and supply water wherever needed.

The Eco-city’s livestock roams around its river banks, feeding on clean grass and other food. The birds sing for the Eco-city and the bees produce honey from the nectar of its flowers. Its agricultural lands produce organic food without the use of insecticide or genetic modification. The fruit trees in its streets are free for everyone and so are the berries. The renewable energy sources produced by Eco-homes, streets and industries exceed its electricity needs and are free for all. Everyone is civilized lives in peace, no violence, no offenses and no one starves or becomes homeless, it is the utopian paradise on earth.

The Eco-city size could be scaled down or up depending on the size of the country but the principles remain the same. The architecture varies from one country to another depending on its landscape but the concept should not change. Designing an Eco-socio-economic system for living an Eco-lifestyle in an Eco-city must be based on sustainable self-sufficiency and centralized administration to become a self-contained human ecosystem.

The author calls the Eco-city’s residents, Ecolists. Most of them can learn and work from home to save travel time and money. They can access computer applications to work or learn via the free internet that is provided by Eco-city’s data center. Other Ecolists can travel via the Eco-city’s free transport system to the surrounding industries, businesses and agriculture to work. To get the best return on investment; the industries and businesses are open 24/7 and run multiple shifts. The working hours could be flexible and staggered across shifts to reduce the congestion at rush hours.

Each family’s Eco-home in the Eco-city is prefabricated from timber or Eco-friendly materials and designed to cost not more than $100,000. The interest rates in developed countries are less than 1.5 to 3% in western countries. So the cost of interest is less than $125 to $250/month and is affordable for a working family. The interest is 75% cheaper than renting, which saves a government such as the United Kingdom or European countries, billions in housing benefits they pay to the unemployed. In the USA and Canada, it lifts more people out of poverty, reduces their cost of living and provides the poorest with a better standard of living. The concept is the same and improves peoples’ lives in any country in the world to eliminate poverty, raise the living standards and employ more people to give them a better life.

Building an Eco-city of one million Eco-homes for 4 million people could cost $100 billion, plus another $20 billion to spend on its infrastructure. It is probably beyond most governments’ capabilities, comprehension or ambitions. However, there are trillions of dollars roaming the planet and with private investments, anything can be done. Even in poor countries, like Africa, Latin America, middle and far East, industries and businesses could lower their operational costs, employ people at cheaper hourly rates, provide them with the necessities for survival and build Eco-homes for them in industrial Eco-cities. By doing so, everyone benefits from the joint-venture between the employers and employees.

The Eco-socio-economic system might look like socialism but it is not 100% so. It is a cross breed between modern socialism and controlled fairer capitalism. It is Eco-social-capitalism; the author calls it Ecolism. The social welfare system in Europe is modern socialism because governments subsidize the cost of living for the unemployed, poor, retired and disabled. Other countries have different systems or none. Ecolism is an enhanced form of socialism subsidized by fairer capitalism of businesses and industries. The poor can get rich and the rich can get richer. If the poor do not work, the rich cannot get richer and if the rich do not invest, the poor cannot work and become rich and this is the major philosophy of Ecolism.

Some countries will become more civilized if they stop spending on warfare and spend more on welfare instead. When countries eliminate poverty, homelessness, enhance people’s well-being, stop crimes and injustices, they become more civilized. But, in the 21st century, most people worship money more than ethics, domination more than freedom, discrimination instead of equality, greed and wealth by unethical means and so on. The question remains, will they ever become more ethically civilized? Of course, it is difficult for most people to live like monks resisting the temptations of materialistic earthly desires of more wealth, lusts, greed and power but everyone must walk in this direction to become more ethically civilized.
